Is Oshawott Good?
Yes, he is. Compared to Snivy and Tepig, Oshawott is sort of the middle man of the group. Oshawott is faster then Tepig and has less weaknesses than he does. But Oshawott is slower than Snivy (and a lot of other Pokemon for that matter) and has less defense than he does.
Oshawott deals more damage than Snivy, and also has a much larger offensive move pool to choose from. Yet Tepig outclasses Oshawott in both of those regards. This way, Oshawott doesn't have any huge shortcomings. But he also doesn't have any specialized strengths later in the game in the same manner as Emboar one-hit KOing everything with Flare Blitz, or Serperior making himself practically invincible spamming coil.
When/How Does Oshawott Evolve?
Like the other starters, Oshawott first evolves into Dewott at level 17. Dewott then evolves into Samurott at level 36.
What Moves Should I Teach My Oshawott?
Using Oshawott is pretty straightforward. You'll mostly be teaching him damaging moves. The idea is to cover as many types as you can.
Moves You Should Teach Oshawott
Slot 1: (Level 1) Tackle > (TM) Rock Smash > (Level 28) Revenge > TM, Blizzard/Ice Beam
Slot 2: (Level 5) Tail Whip > (Level 13) Focus Energy > (Level 25) Water Pulse > (Level 33) Aqua Jet/(TM) Waterfall
Slot 3: (Level 7) Water Gun > (Level 17) Razor Shell > (TM) Scald > (HM) Surf/Waterfall
Slot 4: (Level 11) Water Sport > (Level 19) Fury Cutter > (Move Relearner as a Samurott) Megahorn/(TM) X-Scissor
Other Moves You Could Use
(TM) Rain Dance
This move is always helpful. Simply use Rain Dance once, and for the next five turns all of Samurott's water type attacks will deal more damage. Be careful though. Rain Dance also weakens fire type attacks, so that can really screw over fire types on your team.

(TM) Swords Dance
Swords Dance is only useful if your running a physical set. But if you are it's simply too good to pass up. Use Swords Dance once and your attack stat raises by two stages. That's double his current attack in one turn. Very awesome.
Overall
Oshawott is awesome. He's the simplest of the three starters, but that's a good thing in a way. It means he's reliable in several situations and does not need to rely on his teammates.
